Building institutional memory

Caucuses can build stronger institutional memory by maintaining records of their achievements and of the practical considerations that affect the group’s functioning, according to the Organisation for Security and Co-operation in Europe (OSCE). This can be useful in convincing others to join or renew the gender caucus, minimising disruption to its work between parliamentary sittings, and informing future decision-making.
